If the regulations are stronger than the billas the President maintainsthen why would the weaker law threaten exchange programs? Why would China accept a policy from the President and be outraged if Congress adopts the same plan? It makes no senseunless China thought the regulations would change but knew the lav would not. And even if China has threatened to cut off exchanges. since when do we let foreign governments dictate our own policy? I do not want to choke off the flow of democratic ideas into Chinabut neither will I allow China to shape our immigration laws. Mr. President.
