Mr. Speaker. today I voted to override the Presidents veto of the Emergency Chinese Immigration Relief Act. While I have no doubt of the Presidents commitment to freedom. democracy. and to the Chinese students living in this Nation. I do not feel that administrative action Is strong enough. and that the congressional action Is legitimate at this poln!. at this time. What happened In Beijing last yearwhen Chinese students were massacred at the hands of their own Governmentwas a shocking tragedy. It is vital that the United States makes every effort to show the Chnoseand the worldthat we in no way condone their actions in Tiananmen Square.
