The best way we can provide them with that security is to enact H.R. 2712. Thus. I rise today to encourage my colleagues to vote to override the Presidents misguided veto. The administration argues that its directive on this Issue is sufficient to ensure the same protections as those contained In H.R. 2712. and therefore that congressional action on the issue is unnecessary. The fact Is. however. that the administrations measures to grant immigration relief to Peoples Republic of China nationals are subject to serious legal challenge. They are. on numerous accounts. beyond authority in current statute and concomitant regulation. And. perhaps most Importantly. the administrations directive can be withdrawn at any time.
