Mr. Speaker. today. for all the world to witness. Congress will speak loudly where the President would only whisper. Today. Congress is standing up with strength and conviction to the forces committed to crushing the democratic movement in China. Our vote to override the Presidents veto of the Emergency Chinese Immigration Relief Act Is not a vote to protect inspired partisan legislation. It Is simply common sense. A vote to override meets the absolute minimum standards of humanity and justice. It accomplishes what Is obviously scrupulous. The very least we can do is affirm by law a principle which ought to go without saying: That the United States Is a haven for those who face physical abuse and political oppression in their homeland.
