I am concerned that the temporary safety provided for by the Executive order will not be enough as the Communist government continues its repressive policy with no signs of change. I also believe that enactment of this legislation will signal to the Chinese Government that the United States will continue to stand up for human rights. liberty. and freedom. While I am concerned about setting a precedent by this legislation affecting our immigration laws. I believe the nature of events in China and the fact that J1 visas are exclusive to Chinese students makes this a special. separate situation. unlike others. I am standing by the pledge I made to Chinese and American students at the University of CaliforniaSanta Barbara. located in the heart of my district. to support H.R. 2712 and override the Presidents veto. I urge my colleagues to Join me.
