Mr. Speaker. I yield myself such time as I may consume. Mr. Speaker. I oppose the motion to refer the Presidents disapproval message on the Chinese students visa legislation. H.R. 2712. to the Committee on the Judiciary. The committee has reviewed this matter in great detail. The bill Itself has been considered three times by the House since the committees deliberation and report to the House. On all three occasions. the bill has passed overwhelmingly. There is no debate on whether or not relief ought to be given to the Chinese students who would be covered by its provisions. The debate focuses on whether the relief should be granted by legislative action by the Congress or by administrative action by the executive branch.
