Session #101 · 1989–91

Speech #1010116162

Thats why Congress did not vote sanctions which would have broken off relations or ended trade. We recognize the importance of using the leverage we have to push for the kinds of positive changes which had been occurring prior to June 4. Nor would legal protection for Chinese students have led to further isolation of China. If that were true. it should have occurred when the administration announced its own changes in immigration policy. The fact is. though. that so far. our China policy has been a oneway street of American concessions to Chinese intransigence. How has China improved its treatment of its people since the veto and since the Scowcroft Mission?
