I would agree that we should reassess the need for military assistance to many countries for which the rationale has been a presumed Communist threat directed from Moscow. Such a reassessment. however. is not relevant in the case of Israel. which continues to face a formidable combination of hostile. overly armed Arab neighbors. who continue to acquire new and highly sophisticated weapons. Also. Israel Is facing additional demands to finance the cost of absorbing a flood of new Jewish immigrants from the Soviet Union. Finally. as my colleagues are aware. the United States. Israel. and Egypt are engaged in difficult discussions about how to implement Secretary of State Bakers fivepoint peace plan.
