I would like to speak to you today about the plight of David and Olga Mikhailev. and their 9yearold daughter Marina. In 1975. David. a longtime wellknown refusnik. left his job at the Institute of Communications. and was technically cleared of secrets. In 1978 the family applied to emigrate. but was refused on the grounds that David allegedly had access to state secrets while working at the institute.
