Session #101 · 1989–91

Speech #1010113353

In order to avoid immediate disruption of health care across the Nation. the bill provides for the adjustment to permanent residence of those foreign registered nurses who were legally in the United States as of September 1. 1989. and who have worked here for 3 years as a registered nurse. Many foreign nurses in the United States can easily adjust to permanent resident status. However. nurses from the Philippines can not easily adjust because of the lengthy visa backlogs in that country. This has placed these nurses and the hospitals in which they serve in a very tenuous position. The time allowed for these nonimmigrant workers runs out before they are eligible for adjustment and the nurse is forced to leave our country. The Immigration and Naturalization Service. through regulation. and Congress through law. has acted to delay these forced departures. But this is no solution to the problem. only a delaying action. Let us meet this problem directly and adjust the status of those nurses already here who have so willingly served and fulfilled our needs.
