Senator SIMPSON. in sponsoring this resolution in recognition of the distinguished service of JeanPierre Hockt as United Nations High Commissioner for Refugees and as former Director of Operations for the International Committee of the Red Cross. For over 20 years. JeanPierre Hockd has served the interests of humanity. giving meaning to that phrase-"the humanitarian concern of the international community"-by actually implementing programs in the fieldprograms that often meant the difference between life and dealth.
