Session #101 · 1989–91

Speech #1010112853

The Beijing government has launched a campaign to "educate"-or neutralizestudents and other intellectuals. who are regarded as counterrevolutionary threats. Forced labor in the factories. indoctrination classes. dormitory patrolsall are part of the regimes effort to suffocate democracy. For these reasons. it is imperative that President Bush sign the Emergency Chinese Immigration Relief Act of 1989 . This measure will provide essential relief to Chinese students as well as valuable protection for Chinese nationals fleeing that nations coercive "one couple. one child" family planning policies. The bill has three key components: First. it waives an immigration provisionthe "J" visa residency requirementthat forces many of the 40.000 Chinese students in the United States to return home before it is safe. Second. it gives legal status to the students. permitting them to apply for visas that best suit their individual needs. And third. it requires the Attorney General to implement a policy providing asylum or refugee status to Chinese nationals who could face compelled abortion or sterilization upon return. Through the administration has offered a grace period until June. the overwhelming majority of students are afraid to enter this program because it puts them on record as denouncing China. In addition. those who accept the grace period are prohibited from obtaining current visas. meaning they will have to leave in June. H.R. 2712 cures these problems. Representative PELOsis H.R. 2712 is almost identical to legislation that I introduced last June .
