I want to thank again the chairman for his assistance and to thank the ranking minority member of our subcommittee. the gentleman from Texas for his cooperation in moving this conference very expeditiously today and to bring us to this point where the legislation can be passed. Mr. Speaker. in the past weeks this body has considered conference reports on a number of complex bills. By comparison. the measure before us today is simple. it is only a few pages long. it makes relatively minor changes in our immigration law. and it affects a fixed and finite group of people. But the Importance of H.R. 2712 cannot be measured by its length or scope. Rather.
