Although both the House and Senate approved $16.932.000 for the InterAmerican Foundation in fiscal year 1990. the chairman of the conference proposed $25 million for fiscal year 1991. Mr. President. this massive increase in funding was never discussed with me or any of my staff prior to the day of the conference. It is totally unjustified and in my view irresponsible. The authorization for the migration and refugee assistance account was likewise beyond the legitimate scope of the conference. The authorization approved by the conference was more than $11.000.000 higher than the level approved by either the House or the Senate. Again. the figure before the conferees seemed to appear out of nowhere on the day of the conference with no prior consultations.
