Mr. President. on rollcall vote No. 301. dealing with amendment 1135. Mr. SHELBYs amendment regardng the counting of illegal aliens in the census. I support the substance of that amendment. but I voted to sustain the Chair. and I wanted to make that statement so there will be no misunderstanding as to my vote. I voted for the Shelby amendment. the amendment. on previous occasions. I voted against tabling it on previous occasions. But the Chair was right in ruling as it did on the matter. My vote was to sustain the ruling of the Chair and should not be interpreted as being against the substance of the amendment.
