First of all. as far as the constitutionality or the difficulty with the Census Bureau personnel dealing with this issue. I just hope the people will listen to what we are saying. This amendment would prohibit funds from being used to count illegal aliens. It seems to me that speaks for itself. We. are going to count illegal aliens. There is no question that. If they are counted. It will work to the disadvantage of those areas where we do not have Illegal aliens. where we have. in fact. legal aliens. So I hope my colleagues here will just think about that. I know the American people are thinking about it. When I mention the fact back home in Mississippi that we are going to count illegal aliens and what that will mean in terms of the distribution of funds. they find that very hard to accept. Just one other point. because I see our leader is here and I do not want to take up any more time than is absolutely required. The House has not faced this issue directly.
