Session #101 · 1989–91

Speech #1010107362

This action means our paidin capital contribution will not be usable by the World Bank until Congress provides the $2.41 billion in callable capital. The position of the Senate conferees is that we should provide the callable capital at the earliest opportunity next year. Because of the failure of the administration to fund adequately U.S. refugee programs. there will have to be a refugee supplemental in fiscal 1990. It is my intention to seek approval by the Senate of the callable capital required by our contribution of $50 million in paidin capital. To fail to provide the callable capital would be an act of gross irresponsibility.
