Session #101 · 1989–91

Speech #1010107045

Efim Dynkin of Leningrad has been denied permission to leave the Soviet Union because of alleged contact with "state secrets" while working at the Granit Institute of Shipbuilding. However. he has not worked at the Granit facility for 14 years and I have learned that other individuals employed there. in capacities similar to that of Mr. Dynkin. have received permission to emigrate in recent years. In light of this fact and President Gorbachevs own assessment that an individual is not considered to have knowledge of state secrets after 5. or at most. 10 years. I find it difficult to accept that Efim Dynkin should continue to be refused.
