Session #101 · 1989–91

Speech #1010099310

Speaker and Members. the need for this motion to instruct is readily apparent when we reflect on the fact that in August 1988 the Attorney General issued guidelines instructing asylum adjudicators to give careful consideration to applications from nationals of the Peoples Republic of China. Now. the unfortunate thing is the INS has not implemented those guidelines. On May 12. the Board of Immigration Appeals ruled that it was not bound by those guidelines. Now. I understand the sentiment of our colleague from San Francisco that this bill should not be used as a vehicle for expressing the need for this legislative relief.
