Session #101 · 1989–91

Speech #1010099288

That comes from a colleague that I have deep respect for and I know has brought this with the best of intentions. yet it may well be the case. Indeed this may not be strong enough. The language. as I understand it. involves this: The Armstrong amendment would require the Secretary of State and the Attorney Geneal to promulgate regulations and guidelines that would required asylum and refugee adjudicators to give the fullest possible consideration to applications from nationals of the Peoples Republic of China who express fear of persecution upon return to that country because they refuse to abort a pregnancy or resist sterilization in violation of Chinese Communist Party directives on population. Ladies and gentlemen of the Congress. to vote against this instruction would be very foolish. No Member surely can come before this body and say that we cannot give consideration to people who find themselves in danger of sterilization because of that unbelievable policy by the Peoples Republic of China.
