Session #101 · 1989–91

Speech #1010099273

Mr. Speaker. reclaiming my time. the gentleman is correct. and no one should grant an automatic status. but where the gentleman is mistaken is that the terms of this statute do not require that fleeing this persecution be taken as covered by the Refugee Act. All that this does is say that the factfinder should give strong consideration. It is not enough. it does not solve the problem. It really takes the language out of the memo that has not solved the problem. It is unfortunate. If the gentlemen on that side of the aisle who are interested in solving this problem would only work with the subcommittee to do it rather than introducing this instruction. we would not be having this debate but. frankly. we have not been able to achieve that kind of comity on this point.
