Session #101 · 1989–91

Speech #1010099269

The gentleman has every right to raise the motion if he chooses to. but I think it is unfortunate. because I think the chairman had asked that this bill not be used as a vehicle. and. in fact. no objection was raised when this particular instruction was lodged with respect to the State Department authorization bill. In fact. we have been discussing with representatives of the Senate ways in which the State Department authorization bill could accommodate the goals that the gentleman from Colorado has articulated. Let me say that there is no disagreement of which I am aware on the goal of allowing refugee or asylum status to Chinese nationals who are fleeing forced abortions or forced sterilization. I think that everyone involved in formulating immigration policy would be unanimous in the view that people who are faced with that kind of persecution are entitled to refugee or asylum status here in the United States. The problem with the Armstrong amendment which the gentleman from Colorado seeks to instruct this gentleman and others in the conference to adopt is that it does not do that job. It does not do that job at all.
