El Salvador. and Nicaragua. I voted for the bill. which was passed by the House and sent to the Senate. though not without some reservations. I continue to have deep concerns about designating citizens of certain nations for pro. tected treatment while denying that same treatment to citizenswho possess similar characteristicswho come to the United States from other nations. The cornerstone of a successful immigration and refugee policy is fairness and evenhandedness and objectivity. A nationspecific measure such as H.R. 45 violates that baseline. However.
