Session #101 · 1989–91

Speech #1010095929

Speaker. at the appropriate time. I will ask for a vote on the amendment that provides this mandatory funding so that all Members can weigh in on this unfair proposal. Unfortunately the conference report rejects the Shelby amendment in the Senate which would have prevented counting illegal aliens for next years census. I am hard pressed to find a greater injustice in this agreement. Consider the irony that in the same act that provides $300 million to keep illegal aliens out of the country. we confer upon them the benefit of representation in this assembly. For 200 years the Census Bureau has counted only those persons who have a usual residence in the United States. For the first time now we will break that very basic tenet of American Government and count for representation those who do not have a usual residence in the United States. and I call that representation without taxation.
