Supporters of political and economic reform within the government are reviled and purged. Anyone who has studied or lived abroad is in danger. Through this bill. we can spare them all the fear of deportation to face persecution or even death. The bill is a guarantee of their life and freedomthe Chinese who dream of a strong. free. and democratic homeland. the Nicaraguans who have survived earthquakes. storms and war to pray for a free election and a reconciliation. and the Salvadorans who hope so deeply for an end to an old and cruel war. It is a good. just. and humane bill. It makes no great changes in our immigration laws. It does not grant citizenship or permanent residence or even legal refugee status. It simply protects some people who are in danger. It is the right thing to do. and I urge the Members of the House to adopt it.
