Session #101 · 1989–91

Speech #1010094058

It may well be in the case of the Chinese students who are here who have real political problems we ought to find a solution. I am not certain that this is the right solution to even their problems. but I know it is not a right thing to do to say to American workers. "We are going to put you out of a Job because we are granting new status to people who came here to take your Job away from you in the first place." and then if I read this bill correctly. it sounds to me as though those same people. having gotten the status to be herc. will be counted in the new census for congressional representation. So that now we have created not only a problem because we are counting illegal aliens. we are now also going to have a new group of people here. thousands of whom have come into this country who are now going to be counted in the census for purposes of making up the House of Representatives in the next Congress. Does that make sense? Does it make sense that we bring a bill to the floor that takes peoples work away from them and then also takes their representation away from them?
