Mr. Chairman. this legislation fills an important gap in our immigration and refugee laws by making temporary protected status available to certain persons who cannot safely return home because of armed conflict. natural disaster. or "extraordinary and temporary conditions." Our immigration law generally permits immigration based on family ties or employment related criteriaand our refugee law recognizes claims to asylum based on persecution or a wellfounded fear of persecution. But. Mr. Chairman. there is no clear statutory relief available to the individual who needs temporary protection for reasons unrelated to persecution. We all know the administrative relief of extended voluntary departure lacks statutory standards.
