Session #101 · 1989–91

Speech #1010094012

The fact of the matter is Members do not need to be encouraging more people to come here by passing this law. Are those Members who plan to vote in favor of H.R. 3506 really ready for what might happen next? I do not think most Members are. H.R. 3506 undermines the Immigration Reform and Control Act of 1986 that we worked hard to pass. The major provisions of that bill make it illegal to knowingly hire an illegal alien. The idea was to discourage people from coming here. The fact of the matter is we have gone a long way from that bill now.
