Session #101 · 1989–91

Speech #1010093769

Mr. President. among the most important nominations which the committee will consider for the Justice Department in this administration is the Commissioner of the Immigration and Naturalization Service. What was a backwater office of the Department only a few years ago is today its second largest agencysecond only to the FBIwith an annual budget of over $1 billion and over 14.000 employees. The INS has an important and complex mission involving both enforcement of our Nations immigration laws and public service for those seeking to come here. Given these immense responsibilities. I believe the Judiciary Committee had a special obligation to review carefully the Presidents nominee for INS Commissioner.
