Session #101 · 1989–91

Speech #1010092263

When this was being discussed during the Senate consideration. there were some questions raised as to whether the amount of funds that were being provided for this were going to be excessive. I was concerned about where the committee was getting the basis of that apprehension of excessive funding. I wanted to know if there continued to be any ambiguity or uncertainty as to whether the States that are affected by thisthat includes approximately half of the States to same degree and 10 States to a significant degreewill have cause to render the services that they are obligated to provide under the 1986 Immigration Act substantially in excess of the funding which the Congress is now permitted to provide. Is the chairman of the committee in question as to whether that is a fact?
