Session #101 · 1989–91

Speech #1010092243

President. as I indicated. I will be offering an amendment after the conclusion of the vote on the conference committee report which will attempt to redeem this issue. but I want to underscore the seriousness of what we are about. We not only are talking about substantial sums of money which are critical to providing services for some of the most needy people in our country. people that this Congress in an act of humanity and also in an act of pragmatism. in terms of what were the real options to deal with a large number of illegal aliens who were in the country in the mid1980s. an act that this Congress very consciously took to enter into an agreement with the States to meet the needs of these newly legalized persons within our country. I consider the consequences of the action that are embodied in this conference committee report to be a breach of faith with the States. I consider that if this were to become the permanent policy. it would result and should be expected to result in a serious erosion of any future confidence that the States would place in action to this Congress.
