Three years ago. along with my very capable ranking member. PETE DoMENici. the Treasury Subcommittee initiated a serious effort to improve the condition of facilities along the southwest border from Texas to California. That program has been very successful in improving the facilitation of trade with Mexico and has helped both the United States Customs Service and the Immigration and Naturalization Service to restrict the flow of illegal drugs coming into the United States. The amount provided in fiscal year 1990 will enable the General Services Administration to continue the progress that has been made over the past several years on upgrading our ports on the southwest border. Fourth. the conference agreement includes increased funding for the U.S.
