For the first time in 200 years. the Census Bureau would be required to exclude undocumented aliens from the count. This misguided measure would have the effect of turning census enumerators into agents of the Immigration and Naturalization Service. If we think we have seen fear and suspicion in minority communities in the past. the past will seem like a picnic compared to what we will see If the Shelby amendment is adopted. In preparation for census day on April 1. the Census Bureau has begun printing questionnaires.
