Session #101 · 1989–91

Speech #1010088029

Mr. Speaker. the counting of illegal aliens is not what the Founding Fathers had in mind when they drafted the Constitution. Nonetheless. today we have a situation where citizens of the United States who deserve more representation are denied it because we count illegal aliens. Because of this practice. States like California which have large numbers of Illegal aliens get more seats in the Houseat the expense of States without those populations. I dont think thats fair. We. as a body. should not allow certain States to gain seats In the Congress because of people who are in this Nation against our laws.
