I want to respond to some of the issues that have been raised during this thoughtful and provocative debate. We are pretty unsure as to who loses seats. but demographers tell us it is pretty clear who gains seats. and that is the States of California and Texas. It is a zerosum gain. There will be Members who lose their seats because illegal aliens are counted. so if my colleagues are not interested in principle. they might think about it in terms of just selfinterest. Let me share some things with my colleagues. I understand the opinions of the Secretary of Commerce. the Justice Department. the Census Bureau. legal scholars. whatever.
