Session #101 · 1989–91

Speech #1010087996

Mr. Speaker. I rise to urge all my colleagues to vote against the previous question on this motion to instruct so that we may further instruct our House conferees to agree with the other bodys provision exclusIng illegal aliens from the census count used for reapportionment. I urge this because it is simply wrong to apportion congressional seats by counting people who would be deported if our immigration laws were enforced. To do so violates the basic right of equal representation. In fact. one almost never hears anyone argue that it right to include illegals in the census count for apportioning representation among the States.
