It is a difficult thing because I have great respect for the gentleman from Pennsylvania. But I think the importance of this whole matter rests on two things: One. obviously the Conte effort is noble and important because of Norlega and our desire to express our concerns. The issue of the Illegals and whether we count them or not is not one of whether you think the Illegals ought to be here. There is nobody in this body who does not have a stronger feeling and stronger position on opposing illegal immigrants being in this country than I do. I have always taken that position. I have opposed legalization.
