Session #101 · 1989–91

Speech #1010087973

Mr. Speaker. I rise in support of the motion offered by the gentleman from Massachusetts . and in opposition to any attempts to force the conferees to accept the Senatepassed language. which prohibits the Census Bureau from counting illegal aliens in its 1990 census. I am. of course. from Texas and everyone knows that Texas stands to gain if illegal aliens are counted in the 1990 census. But that is not the only reason that I come before you today. It is a fiscally unsound policy to force the Census Bureau to change its guidelines a mere 7 months before its census is to begin.
