I want to make the procedural question very. very clear. I am asking you to vote against the previous question. not against the motion to instruct that I support and I would wholeheartedly endorse and encourage all 434 of my colleagues to support. I am asking you to defeat the previous question so I can add additional language to the Conte motion. not to delete the Conte motion. not to change it. not to modify it. but so simply that I may add. with the support of probably a couple hundred of our colleagues. hopefully 218. language dealing with the question of illegal aliens. Remember. I am asking you to defeat the previous question. I am not going to change the gentlemans language. The language of my amendment shall include his completely. but it will also include the Shelby amendment. which reads: None of the funds appropriated or made available by this Act to the Bureau of the Census shall be used to count aliens in the United States in violation of the immigration laws for purposes of subsection (B) of section 141 of title 13 of the United States Code.
