There are some people who do not answer the mail questionnaries. so by not having the followup interviews on those people. possibly they could find the money. But that is not a viable option. either. because we would end up without a full count of the citizens of the United States. We would not have counted those who did not respond by mail. Under either option. you would need a series of questions to identify whether or not the respondents were legal aliens. illegal aliens or citizens of the United States. It would be an almost impossible task to identify which ones were legal and which ones were illegal. The truthfulness of the respondent in answering these questions would be almost impossible to detect.
