Session #101 · 1989–91

Speech #1010087388

The National Institutes of Health will be able to move forward in the next year with a continued strong research programnot every penny they could use. but all things considered not a bad allocation. Impact aid is far from receiving the amount necessary to compensate schools for the cost of educating federally connected students. but a decent increase is included In this bill. There remains. however. a problem with refugee fundingthe States will again be forced to shoulder more of the burden of what should be and is a Federal obligation. Mr. Speaker. the conferees had to make hard choices. but they made good choices.
