Session #101 · 1989–91

Speech #1010087285

Speaker. I recently introduced H.R. 3146. the United StatesMexico Debt Exchange and Border Development Act of 1989. Mexicos economic difficulties are primary causes of recent. explosive population increases in border communities and growth in immigration of Mexican citizens into our country. both legal and illegal. The resulting problems include pollution. increased drug trafficking. and intense pressure on the Border Patrol along the worlds most heavily traveled border. This legislation seeks to alleviate some of these problems. acting as a vehicle for establishing programs to exchange the public debt of the Government of Mexico for development in the border region. The recent visit of President Salinas. and increased awareness of the importance of our neighbor to the south. we. as Members of Congress. must demonstrate leadership and commitment in dealing with these problems in a nation so closely tied to our own.
