These provisions set authorization levels which double from a little over a half a billion In fiscal year 1990 to $1.1 billion In fiscal year 1994 for Head Start and three new grant programs. In fact. by fiscal year 1994 the Federal Government would be spending more on child care than on such major programs as the Job Corps. Impact Aid. and Refugee Assistance. Ironically. the Education and Labor provisions are a mere drop In the bucket compared to those of Ways and Means which combine an increase In title XX with an expansion in the earned Income tax credit. The cost of these proposals will skyrocket from $137 million In fiscal year 1991 to over $5 billion annually by fiscal year 1994.
