Session #101 · 1989–91

Speech #1010080457

I wish to associate mysJf with the remarks that have been made by Senator BINGAMAN and the others in opposition to this amendment. and to add this: We are talking about a provision of the United States Constitution that relates to the counting of persons at the time of the census. There is aikother provision of the Constitution which I would like to bring to the attention of the Senate. and that is the provision which is contained in article 1. section 8. that portion of the Constitution. which assigns to the Federal Government those responsibilities which had previously been the power of the Thirteen Original Colonies that will now be.ome the exclusive jurisdiction of the iew Federal Government under the Donstitution. One of those provisions is that the Federal Government shr.ll have the exclusive power to establish a uniform rule of naturalization. By that delegation of power. the States essentially have said that te Federal Government will have the sole responsibility for the protection of our borders. for the determination of who shall enter. and for. the enforcement of those standards. What has happened. colleagues. is that that enforcement process has. in many areas. collapsed. In my community. Florida. we have had periods where tens of thousands of illegal aliens entered in a period of weeks.
