The amendment has never found its way into law. even though attempts were made in at least four different Congresses. and courts have rejected its premise as well. Each time this amendment or some variation of it has come up. Congress has rejected it2 It came up in the 71st. 76th. 96th. and 100th Congresses. With good reason. it never made it into law. We ought to accept that collective wisdom and reject this amendment again. Courts also have held that undocumented residents were required to be counted in the census. I urge the Senate to reject this amendment. -1
