Session #101 · 1989–91

Speech #1010080433

President. let me yield myself 4 minutes and then the*Senator from Massachusetts is prepared to speak as well. and. the Senator from New York. and the Senator fromnIllinois. in opposition to this amendment. Mr. President. the proposed amendment has numerous problems with it. but the first and foremost threshold problemis that it violates our Constitution. The proposed amendment would require the Census Bureau to exclude illegal immigrants from the 1. official census count for purposes of apportionment.- On the surface. this amendmentlmay seem very reasonable. and. its implications benign. But. from both a constitutional and a practical standpoint.- that simply is not the case. The arendment would do great harm to the purposes and goals of the census and.cause. much fear and concern for many individuals.
