Session #101 · 1989–91

Speech #1010080414

I believe maintaining at least one way out of the Soviet Union located in the free world may be desirable. But I have run into a lot of obstacles in offering the amendment. A number of my colleagues who are as concerned about Soviet emigration as I am have asked me not to offer the amendment. So I have decided not to do so. We then tried to come up with another amendment that would have facilitated additional resources to Israel for refugee resettlement. Such an amendment would have authorized the United States Government to guarantee private loans by financial institutions to the Government of Israel. not to exceed $1 billion to be used solely for the purpose of refugee resettlement. Such a guarantee would allow Israel to absorb adequately the additional flow of refugees. But due to the late hour. and because it is the last day of the fiscal year. I do not want to inconvenience any colleague.
