The grand total of U.S. nonmilitary assistance last year for all of the countries I visited totals less than $800 million. Yet these countries have 22 percent of the worlds population20 times as much as Israel and Egypt combined. They also are temporary home to approximately 30 percent of the political refugees in this world.
