According to the report the Somali Army murdered at least 5.000 unarmed civilians over an 11month period. The conclusions were based on 252 interviews In three countries. The disturbing report states that the Somali Government has been using brutal force with ground and air attacks against some refugees as they fled to Ethiopia. The army cut the throats of at least 500 members of the Isaak clan and buried them In mass graves. even in an area where there was no armed conflict. Everyone argues that foreign aid Is scarce.
