I hope that the discussion and the dialog we have had with the chairman of the committee and the ranking minority member has helped illuminate the history of how we got where we are. the importance of the Federal Governments word. the honor which was committed as part of the 1986 Immigration Act. and what I think is a very reasonable method of bringing this situation to a resolution.
